Because someone who has served their time now gets punished for their entire life. They can't get a job, they can't live anywhere resembling civilization because of the close vicinity of schools, they get persecuted for the rest of their lives. Many of those on the American sex offender list have done ridiculously minor crimes, like having sex with a 17yr old, and many more will be innocent.
